Ramapo Police Arrest New City Man For Soliciting Without A License RAMAPO, N.Y. -- Ramapo police charged a 21-year-old man from New City with soliciting without a permit. The charge came about following a complaint of a person going door-to-door soliciting sales in the Village of Wesley Hills, police report.
