Mount Vernon Mayor Introduces 'Ground Floor' Tax Breaks For Businesses MOUNT VERNON, N.Y. -- Mayor Richard Thomas has announced his latest initiative aimed at spurring economic development and revitalizing Mount Vernon's downtown. In his role as chairman of the Mount Vernon Industrial Development Agency, Thomas has directed the agency to evaluate the creation of a "ground floor" tax incentive for businesses.
